
Victoria leads Chemonics’ partnerships with governments, universities, and industry leaders to strengthen innovation ecosystems. She works across the public and private sectors to help regions accelerate startup growth, mobilize investment capital, strengthen talent pipelines, and build innovation districts that drive long-term economic competitiveness.
With nearly 20 years of experience, Victoria has built and managed investor relationships, venture platforms, and public-private partnerships around the world. Before joining Chemonics, she led investor relations and ecosystem strategy at Walden Catalyst Ventures, a Silicon Valley-based deep tech venture capital firm managing approximately $600 million in assets. She also served as Executive Managing Director of Extreme Tech Challenge, the firm’s innovation platform, where she helped scale the world’s leading UN Sustainable Development Goals-aligned startup ecosystem, connecting more than 10,000 startups across 120 countries and helping catalyze over $5 billion in venture funding, including 12 exits in five years.
Earlier, Victoria served as Global Head of Innovation & Entrepreneurship for the University of California system, leading commercialization and ecosystem strategy across 10 campuses, five medical centers, three national laboratories, more than 70 incubators and accelerators, and four California Institutes for Science & Innovation.
