Chemonics International is seeking experienced consultants to support capture, proposal, and market development activities for anticipated donor-funded programs worldwide. We are building a network of highly qualified professionals who can be engaged on a short-term basis to support business development efforts across a range of sectors and clients, including bilateral and multilateral donors, foundations, development finance institutions, and private-sector partners.
Assignments may range from a few days to several months and may be remote, travel-based, or hybrid depending on opportunity needs.
Areas of Support:
We are particularly interested in consultants across two broad levels of support:
- Mid-level: for consultants with proven experience managing proposal processes end to end, recruiting experts and project managers, writing proposal sections, identifying and onboard partners, managing capture efforts, developing cost/commercial proposals, etc.
- Senior-level: for consultants with proven experience writing technical volumes, leading technical strategy development and input in specialized areas, leading proposal efforts, reviewing proposal contents, leading strategic positioning, conducting market research and other analysis, etc.
Priority Technical Areas include:
- Monitoring, evaluation, research, learning, and adaptive management
- Economic growth, private sector development/engagement, trade, investment and workforce development/economic opportunity
- Governance, public sector reform, diplomacy, and statecraft
- Climate adaptation, resilience, energy, infrastructure, and extractives
- Digital transformation, emerging technologies, data systems, cybersecurity, AI-enabled tools and technology and semiconductor supply chains
- Emergency management, stabilization, crisis response, and operating under shocks
- Energy transition and energy security
- Critical minerals and responsible supply chains
- Health systems strengthening and global health security
- Civil space commercialization and space-sector development
- Human rights, labor rights, and responsible business conduct
Priority Language Skills (preferred, not required):
- Spanish
- Arabic
- French
Responsibilities – Depending on assignment needs, consultants may:
- Support opportunity qualification and win strategy development
- Draft, edit, and review technical proposal content
- Conduct client, market, and competitor research
- Identify and recruit key personnel and subject matter experts
- Facilitate partner engagement and teaming discussions
- Support proposal production, compliance checks, and submission processes
- Conduct pink team, red team, and final quality reviews
- Represent Chemonics during client engagement and market research activities, as appropriate
Qualifications
Successful candidates will typically have:
- At least 5 years (mid-level) or 8 years (senior-level) of relevant professional experience
- Demonstrated experience supporting international development business development efforts
- Experience with USG, DFAT, FCDO, MCC, State Department, USTDA, Department of Labor, World Bank, ADB, or other federal clients and international donors
- Experience in one or more priority technical areas with priority language skills a plus
- Strong analytical, writing, editing, coordination, and communication skills
- Ability to work under tight deadlines in fast-paced environments
- Experience working across multiple countries, stakeholders, and remote or hybrid teams
