Dr. Greg Robins is a senior public administration reform specialist with 25 years of experience leading donor-funded initiatives in e-governance, tax administration, and public financial management. He has modernized government agencies through integrated management information systems and change management strategies across Kosovo, the Philippines, Marshall Islands, Jordan, Zambia, Qatar, Iraq, and Afghanistan. His achievements include restructuring the Bank of the Marshall Islands, implementing Kosovo’s e-governance strategy, and forging public-donor partnerships to expand MSME access to capital. He also led the development of Libya’s primary healthcare strategy. Greg holds a doctorate in business administration, along with postgraduate degrees in computer science and education. His academic work includes dissertations and published articles on public service legislation and e-government strategies.
