Systems Strength Manager W Shaun O’Neil
A pharmaceutical management expert, Mr. O’Neil has more than 18 years of experience implementing donor‐funded field programs to strengthen national and local family planning and reproductive health commodity supply chains in Russia, Ukraine, Kazakhstan, Uzbekistan, Azerbaijan, Nepal, The Gambia, Afghanistan, and the Philippines. As chief of party of the USAID/Philippines Private Sector Mobilization for Health – Phase 2 (PRISM2) project, he worked with midwives to link family planning and reproductive health commodity supply chains with 600 non‐traditional outlets and product depots in rural areas. He has expertise in enhancing private sector engagement, identifying traditional and non‐traditional outlets, and developing social marketing and behavior change communication campaigns to increase commodity availability in low‐resource settings. While serving as deputy director for the USAID/Afghanistan Communication for Behavior Change: Expanding Access to Private Sector Health Products and Services (COMPRI‐A) project, he helped the first Afghani pharmaceutical company become ISO 9001‐certified; it still supplies patients with medication. Mr. O’Neil holds an M.P.A. in management from the University of Southern California, Los Angeles.
