Team Leader, Gole-Kaab Project Bill Clay

Bill Clay is a political and civil society organizer with more than twenty years of experience managing complex national and international development projects focused on parliamentary capacity building, media, and elections. He is currently the team leader for the Gole-Kaab (Support to Four State Assemblies) project based in Mogadishu, Somalia. Previously, he served as a parliamentary strengthening specialist for the USAID Strengthening Somali Governance project, where he trained members of parliament and parliamentary staff in Jubaland and Somaliland on the legislative process. Bill has also supported political participation and responsive parliamentary processes in Afghanistan, Cambodia, China, Guinea, Timor-Leste, and Ukraine. Earlier in his career, he served as a deputy head and chief of staff to a Canadian premier. He holds a master’s degree in humanities from Laurentian University in Canada and a bachelor’s degree in social thought and political economy from the University of Massachusetts Amherst.
