Inclusive Development

Chemonics International delivers inclusive development solutions that are equity-driven, systems-informed, and community-led. With 50 years of experience across 160+ countries, we partner with youth, persons with disabilities, Indigenous Peoples, migrants, gender and sexual minorities, and other historically marginalized groups to co-create sustainable change. Our work is co-created with local partners to ensure solutions are grounded in lived experience and built for long-term sustainability. Through intersectional analysis, inclusive governance, and culturally grounded programming, we build resilient systems that reflect the diversity of the communities they serve and ensure no one is left behind. We integrate inclusion across sectors to drive holistic, people-centered development.

Integrated Inclusive Development Services

Integrated Inclusive Development Services

We turn equity into action by transforming systems.

Chemonics leads the design and delivery of inclusive development strategies that dismantle systemic barriers and expand opportunity for marginalized populations. We conduct intersectional analyses, facilitate participatory planning, and support inclusive policy reform. Our work strengthens institutions and empowers underrepresented groups to lead sustainable, community-driven change.

Disability Inclusion and Accessibility

We embed accessibility into every layer of development.

Chemonics advances disability inclusion through accessibility audits, infrastructure improvements, and universal design. We promote inclusive education, mentorship, and employment, while strengthening institutional capacity to deliver disability-inclusive services. Our approach ensures that persons with disabilities are not only included—but empowered to thrive.

Youth Empowerment and Development

We prepare youth to lead change and shape inclusive futures.

Chemonics equips young people with the tools, skills, and platforms to lead. Through innovation labs, digital youth clubs, and mentorship programs, we expand access to education, employment, and civic engagement—ensuring youth from all backgrounds can drive transformation in their communities.

Migrant and Refugee Rights

We advance dignity, justice, and opportunity across borders.

Chemonics supports migrants and refugees through inclusive service delivery, legal empowerment, and livelihoods programs. We promote social and economic integration, advocate for rights-based migration governance, and ensure displaced populations can access the support they need to thrive.

Promoting the Rights of Indigenous Peoples

We elevate Indigenous leadership to protect land, culture, and future generations.

Chemonics partners with Indigenous communities to uphold territorial rights, preserve cultural heritage, and promote sustainable livelihoods. Our programs are grounded in Indigenous knowledge systems and support inclusive governance, economic empowerment, and environmental stewardship.

Minority Rights Inclusion

We design for equity by centering culture, identity, and representation.

Chemonics promotes the inclusion of ethnic, religious, and linguistic minorities through culturally responsive programming. We support minority-led enterprises, integrate diverse perspectives into policy and planning, and foster social cohesion through inclusive collaboration.

Inclusion of Gender and Sexual Minorities

We create safe, affirming spaces where everyone belongs.

Chemonics advances the inclusion of gender and sexual minorities by promoting rights-based policy reform, delivering specialized services, and fostering community engagement. We work to ensure dignity, safety, and equal opportunity for individuals of all sexual orientations, gender identities and expressions, and sex characteristics (SOGIESC), while supporting institutions to embed inclusive practices across systems and services.

Case Studies

Advancing Disability Inclusion in Jordan’s Water Sector

Jordan’s water sector faces immense challenges—from extreme water scarcity to aging infrastructure and rising demand. Yet, persons with disabilities have long been excluded from sector planning, employment, and service delivery. Without intentional inclusion, water governance risks reinforcing barriers to access and participation for a significant portion of the population.

Protecting Colombia’s Forests and Indigenous Futures

Colombia’s Amazon and high mountain ecosystems are globally significant for biodiversity and climate resilience. Yet Indigenous and Afro-Colombian communities—longstanding stewards of these landscapes—face threats from deforestation, environmental crime, and exclusion from decision-making. Addressing these challenges requires protecting territorial rights, promoting sustainable livelihoods, and valuing traditional knowledge.

Empowering Cambodia’s Youth to Lead Change

Cambodia’s youth—particularly those from diverse and historically underrepresented backgrounds—face persistent barriers to civic participation, leadership, and access to opportunity. These include youth from Indigenous communities, ethnic and religious minorities, rural areas, and people with disabilities. Many lack access to inclusive education, digital tools, and platforms to voice their ideas and shape their communities.
