Transforming Education Systems in the Democratic Republic of the Congo

In DRC, millions of children—especially girls—face barriers to education. Partnering with the Ministry of Education, we improved reading in national languages, trained educators, and engaged communities to boost attendance. Local approaches and national systems reform drove gains in access, quality, and equity.

Driving Literacy Gains Through Systems Change in Senegal

In Senegal, Chemonics partnered with the Ministry of Education to improve early grade reading through national policy reform, teacher training, and innovative public-private partnerships. Over five years, the program reached thousands of teachers and students with high-quality materials, boosted reading outcomes, and deepened community and government engagement in education.

Strengthening Rwanda’s Reading Foundations at Scale

In Rwanda, Chemonics partnered with the government to transform early grade reading by developing local-language materials, training over 18,000 teachers, strengthening school leadership, and launching a national literacy assessment system. The result: improved instruction, a textbook for every child, and significant gains in reading outcomes.

Enhancing Education Management and Data-Driven Decision Making in Georgia

Chemonics supported Georgia’s education reform by developing data systems, training school leaders, and redesigning funding formulas. Emet Mohr
Education Management Expert

Emet Mohr is an education management expert, with 20 years of experience leading innovative education projects and designing education system strengthening programs. Mr. Mohr has worked on education policy, decentralization, finance, and system performance, in more than 20 countries across four continents. He served as senior vice president for Caucasus and Central Asia, East and Southern Africa, and Chemonics’ Project Development and Support Division. He has broad experience leading program design and implementation throughout Europe and Eurasia, the Middle East and North Africa, and East and Southern Africa. In addition to serving as a Peace Corps volunteer in Morocco, he has a bachelor’s degree from Cornell University and has completed graduate coursework in education at the University of Virginia and George Mason University.
