The program is a District-funded initiative designed to support entrepreneurs and strengthen Washington, DC’s technology ecosystem. The initiative will provide programming, events, and support services to help early-stage technology companies establish, develop, and grow within the District. Activities may include cohort-based programming, training, and ecosystem convenings, as well as engagement with investors, industry stakeholders, and partner organizations to expand access to resources and opportunities for participating companies. The program aims to foster collaboration, increase access to capital and support services, and contribute to the continued growth of high-potential technology sectors in Washington, DC. Chemonics seeks an operations and grants manager for the proposed technology ecosystem initiative in Washington, DC. The program will support the growth of early-stage technology companies and strengthen the District’s innovation ecosystem through programming, events, and partnerships. The operations and grants manager will oversee grant administration, compliance, reporting, and operational systems to support effective and timely program delivery. This position will work closely with program leadership to ensure that all activities are implemented in accordance with District requirements, while maintaining strong systems for tracking performance, coordinating operations, and supporting program implementation. Responsibilities include:
- Manage grant administration processes, ensuring compliance with all District’s requirements and reporting timelines
- Track program performance and key metrics related to participant engagement, programming, and ecosystem activities
- Oversee preparation and submission of program reports, ensuring accuracy, consistency, and timeliness
- Maintain and manage operational systems, including CRM tools, data tracking platforms, and reporting dashboards
- Coordinate contracts, vendors, and procurement processes to support program implementation
- Support financial tracking and coordination of budgets in collaboration with program leadership
- Oversee logistical planning and execution support for events, workshops, and program activities
- Ensure proper documentation, record keeping, and audit readiness across all program activities
- Coordinate cross-functional operations to support seamless delivery across program teams and external partners
- Identify and implement improvements to operational processes, systems, and workflows to increase efficiency and accountability
Qualifications:
- Bachelor’s degree in business administration, public policy, international development, or a related field required
- Significant professional experience (typically in the range of 5+ years) in program operations, grants management, or compliance-focused roles
- Demonstrated experience managing grant administration, reporting, and compliance for complex programs or projects
- Experience with CRM systems, data management tools, or program tracking platforms preferred
- Strong organizational and project management skills, with the ability to manage multiple priorities and deadlines
- Experience coordinating vendors, contracts, or procurement processes preferred
- Experience supporting events, workshops, or multi-stakeholder program logistics preferred
- Familiarity with public-sector funding environments or grant compliance requirements preferred
- Strong attention to detail and ability to ensure data accuracy and reporting consistency
- Demonstrated leadership, versatility, and integrity
