FEMA Disaster Debris Monitoring & Support Services – Florida


About the Opportunity

We are assembling a roster of qualified professionals in Florida to support FEMA-compliant disaster debris monitoring and recovery operations for Escambia County. This work supports post-disaster recovery efforts following hurricanes and other natural or manmade disasters and plays a critical role in public safety, documentation, and FEMA reimbursement compliance.

Personnel will support debris collection oversight across public rights-of-way, debris management sites (DMS), reduction and disposal sites, and related recovery activities. We are recruiting qualified professionals to support FEMA compliant disaster debris monitoring and recovery operations following hurricanes and other disaster events. Positions are activated as needed and scale based on event severity.

Specific Roles: We are seeking the following roles:

Project Manager / On Site Manager

•    Minimum 5–7 years of disaster debris management or FEMA Public Assistance experience

•    Demonstrated experience serving as primary point of contact for local government clients during disaster recovery

•    Strong working knowledge of:

o    FEMA Public Assistance Program

o    FEMA 327 Debris Monitoring Guide

o    Federal and State reimbursement documentation requirements

•    Proven experience managing:

o    Large field teams (supervisors, monitors, inspectors)

o    Multiple debris sites (ROW, DMS, reduction/disposal sites)

•    Ability to deploy within 24 hours of County notification

Operations Manager

•    Minimum 3–5 years of disaster debris operations or field management experience

•    Experience coordinating daily debris monitoring activities, staffing, and logistics

•    Knowledge of FEMA debris eligibility, documentation, and compliance requirements

•    Ability to supervise field supervisors and ensure adherence to safety and monitoring protocols

•    Strong organizational and reporting skills

Field Supervisor

•    Minimum 2–3 years of FEMA debris monitoring or disaster recovery field experience

•    Experience supervising debris monitors and overseeing daily assignments

•    Ability to:

o    Conduct safety briefings

o    Ensure compliance with FEMA and County requirements

o    Resolve field issues and escalate concerns appropriately

•    Comfortable working long hours in outdoor, post disaster environments

Field Debris Monitor (ROW / Roving Monitor)

•    Ability to work extended shifts outdoors in post disaster conditions

•    Ability to accurately:

o    Verify truck capacities

o    Complete load tickets

o    Track time in/time out and haul routes

•    Willingness to complete mandatory debris monitor training

•    Basic comfort with mobile devices, GPS, and photo documentation

Tower Monitor

•    Ability to work at elevated monitoring towers at debris management or reduction sites

•    Experience or comfort monitoring:

o    Incoming and outgoing debris loads

o    Truck volume verification

•    Strong attention to detail and record keeping skills

•    Willingness to comply with all PPE and safety requirements

Drop-Off / Debris Management Site (DMS) Monitor

•    Experience or ability to monitor:

o    Public drop-off debris

o    Incoming/outgoing loads at DMS locations

•    Ability to follow FEMA, County, and site-specific procedures

•    Strong documentation and reporting skills

•    Willingness to work rotating shifts and weekends

Billing / Invoice / Data Entry & Tracking Specialist

•    Experience supporting FEMA reimbursement, invoicing, or disaster recovery documentation

•    Strong data entry, spreadsheet, and document management skills

•    Ability to:

o    Track debris volumes and operational data

o    Support reconciliation of contractor invoices

o    Prepare reports for FEMA and audit purposes

•    High attention to detail and accuracy
