About the Opportunity

Chemonics International is expanding its California-based consulting bench to support the Coachella Valley Water District (CVWD) and other public sector partners with emergency preparedness, response exercise planning, and HSEEP-compliant program support. This consulting bench will enable the rapid deployment of qualified professionals to assist with emergency response field exercise planning, facilitation, evaluation, and after-action reporting activities.

This announcement is for the creation of a pre-qualified consultant roster. Selection to the bench does not guarantee assignment but positions candidates for consideration as new tasking and surge support needs emerge.

Public utilities and emergency management agencies play a critical role in protecting communities, infrastructure, and essential services during emergency incidents. Consultants on this bench may support emergency preparedness and operations-based exercise activities related to hazardous material response scenarios, emergency coordination, regulatory compliance, and interagency collaboration.

Assignments may be remote, onsite at client facilities in California, or field-based depending on project requirements.

Potential Areas of Support

Consultants may support critical functions such as:

  • Supporting the planning and execution of emergency response field exercises
  • Facilitating stakeholder coordination meetings and exercise planning sessions
  • Developing HSEEP-compliant exercise documentation and materials
  • Supporting exercise logistics, facilitation, and onsite coordination
  • Conducting exercise evaluations and documenting findings
  • Preparing After Action Reports (AARs) and Improvement Plans (IPs)
  • Coordinating with emergency response agencies and utility stakeholders
  • Supporting regulatory preparedness and compliance requirements
  • Tracking project schedules, deliverables, and documentation
  • Providing program management and administrative support

Core Responsibilities (Applies Across All Roles)

Responsibilities vary by tier but may include:

  • Supporting public sector and utility clients with emergency preparedness and exercise activities
  • Conducting document review, coordination, and quality assurance
  • Preparing reports, meeting materials, and project documentation
  • Supporting exercise planning meetings and stakeholder engagement
  • Assisting with scenario development and exercise facilitation
  • Tracking project timelines, deliverables, and action items
  • Supporting After Action Report development and improvement planning
  • Maintaining organized digital records and compliance documentation
  • Coordinating with cross-functional technical and operational teams
  • Providing client support and communication throughout project implementation
  • Role-Specific Minimum Qualifications

Project Manager

  • 8+ years of experience managing emergency management, preparedness, or public sector projects
  • Responsible for overall project leadership, client coordination, schedule management, reporting, and quality assurance
  • Experience coordinating multi-stakeholder initiatives and regulatory deliverables preferred

Exercise Director

  • Experience leading HSEEP-compliant exercises and operations-based emergency response activities
  • Provides strategic oversight and ensures exercise execution aligns with project objectives and regulatory requirements
  • Strong leadership and emergency preparedness coordination experience preferred

Planning & Design Lead

  • Experience developing exercise plans, Master Scenario Events Lists (MSELs), Exercise Evaluation Guides (EEGs), and participant materials
  • Ability to facilitate planning meetings and coordinate exercise design activities
  • Familiarity with HSEEP planning methodologies preferred

Scenario Specialist / HAZMAT Subject Matter Expert

  • Technical expertise in emergency response, hazardous materials (HAZMAT), or industrial safety scenarios
  • Experience developing realistic and regulatory-aligned emergency response scenarios
  • Knowledge of Risk Management Plan (RMP) requirements preferred

Lead Controller

  • Experience managing exercise flow and directing exercise controllers during operations-based exercises
  • Ability to coordinate inject delivery and maintain exercise continuity

Controllers

  • Experience supporting exercise execution and participant engagement
  • Ability to deliver injects and maintain operational flow during field exercises

Evaluation Lead

  • Experience overseeing exercise evaluation activities and preparing After Action Reports (AARs) and Improvement Plans (IPs)
  • Ability to lead evaluator teams and synthesize exercise findings into actionable recommendations

Evaluators

  • Experience observing and documenting participant performance during exercises
  • Familiarity with Exercise Evaluation Guides (EEGs) and data collection methods preferred

AAR / Data Analyst

  • Experience compiling evaluation data and preparing draft and final After-Action Reports and Improvement Plans
  • Strong analytical and technical writing skills required

Logistics & Support Lead

  • Experience coordinating logistics, materials, scheduling, and onsite exercise support
  • Ability to support planning meetings and field exercise operations

Administrative Coordinator

  • Experience supporting project scheduling, meeting coordination, document management, and administrative tracking
  • Strong organizational and communication skills required

Safety Officer

  • Experience overseeing operational safety during emergency preparedness or HAZMAT-related activities
  • Ability to support safe exercise execution and identify operational risks

Stakeholder / Agency Liaison

  • Experience coordinating with public agencies, emergency responders, and external stakeholders
  • Strong communication and stakeholder engagement skills preferred

General Requirements

 

  • Strong written and verbal communication skills
  • Highly organized with strong attention to detail and compliance
  • Ability to work under tight timelines during emergency preparedness or response operations
  • Familiarity with FEMA, HSEEP, emergency management, or utility operations preferred
  • HSEEP training or FEMA exercise-related certifications are beneficial
  • Relevant degrees or certifications (e.g., PMP, emergency management credentials) are preferred
  • Ability to travel within California as needed
  • Authorization to work in the United States
