Chief of Party | Ukraine | 2026


Chemonics seeks a Chief of Party for the anticipated U.S. Department of State funded Support for the Return and Rehabilitation of Forcibly Transferred Ukrainian Children in Ukraine program. This $20-25 million project aims to support the Government of Ukraine and key partners to identify, return, and rehabilitate and reintegrate Ukrainian children and youth who were forcibly transferred to the Russian Federation or Russian occupied territories. This includes strengthening secure, interoperable digital systems and analytical capacity to identify, track, document, and preserve legally admissible evidence related to abducted Ukrainian children, and supporting the Government of Ukraine and local partners to deliver holistic, trauma informed rehabilitation and reintegration services, including medical and psychological care, family reunification, legal aid, case management, education, and pathways to employment for older youth. The program will improve government and partner capacity to locate and return children; secure, privacy compliant evidence systems that support domestic and international accountability mechanisms; and sustainable, integrated care models that enable returned children and youth to safely reunite with families and reintegrate into Ukrainian society.

The anticipated duration of the project is up to 30 months, and this position will be based in Ukraine. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall leadership, strategic direction, and day-to-day management of all project activities and staff
  • Serve as the primary point of contact with the U.S. Department of State program management team, responding to requests and proactively addressing concerns
  • Oversee implementation of all technical components, ensuring coordination between evidence tracking systems and rehabilitation and reintegration services
  • Lead project planning, adaptive management, and high-level performance monitoring
  • Build and sustain collaborative working relations with U.S. Embassy and Department of State teams, other U.S. Government-funded programs, national authorities and representatives, bilateral and multilateral donors, regional organizations, international financial institutions, private sector, civil society and other stakeholders
  • Ensure effective coordination with Government of Ukraine entities, international partners, and local civil society organizations
  • Ensure adherence to U.S. Department of State regulations, branding and marking requirements, and reporting obligations
  • Oversee budget execution, risk management, compliance, and reporting

Qualifications:

  • Minimum 10 years of progressively responsible experience managing large, donor‑funded international programs
  • B.A. in international development, law, psychology, or related field required, with a relevant M.A. preferred
  • Demonstrated experience leading U.S. Government–funded projects, preferably for the Department of State or USAID
  • Strong background in conflict affected or humanitarian settings
  • Proven leadership and team management skills across multinational teams
  • Advanced degree in international affairs, development, public policy, law, or a related field preferred
  • Fluency in English required; fluency or professional proficiency in Ukrainian or Russian strongly preferred
  • Demonstrated leadership, versatility, and integrity
