Anticipated Managing Director / Program Director


Introduction:

The program is a District-funded initiative designed to support entrepreneurs and strengthen Washington, DC’s technology ecosystem. The initiative will provide programming, events, and support services to help early-stage technology companies establish, develop, and grow within the District. Activities may include cohort-based programming, training, and ecosystem convenings, as well as engagement with investors, industry stakeholders, and partner organizations to expand access to resources and opportunities for participating companies. The program aims to foster collaboration, increase access to capital and support services, and contribute to the continued growth of high-potential technology sectors in Washington, DC. This program is part of a proposal opportunity.

Job Description:

Chemonics seeks a managing director / program director for the proposed technology ecosystem initiative in Washington, DC. The program will support the growth of early-stage technology companies and strengthen the District’s innovation ecosystem through targeted programming, partnerships, and founder support services. The managing director / program director will oversee day-to-day implementation of program activities, including cohort-based programming, ecosystem engagement, and coordination with partners and stakeholders across the District. This position will report to the executive director and will play a key role in ensuring effective program delivery and achievement of performance outcomes. We are looking for individuals who have a passion for making a difference in Washington, DC communities and around the world.

Responsibilities Include:

  • Lead day-to-day implementation of program activities supporting technology entrepreneurs and startups
  • Oversee recruitment, selection, and management of program participants or cohorts
  • Coordinate delivery of programming, workshops, and support services for participating companies
  • Track participant progress and program performance against established goals and metrics
  • Facilitate engagement between startups and partners, including investors, service providers, and ecosystem organizations
  • Manage program operations across multiple workstreams, ensuring timely and effective delivery
  • Build and maintain relationships with local stakeholders across the technology and innovation ecosystem
  • Coordinate with internal teams and external partners to support program implementation
  • Support development and execution of ecosystem events, convenings, and collaborative activities
  • Contribute to continuous improvement of program design, delivery, and impact

Qualifications Include:

  • Advanced degree in business, engineering, public policy, or a related field preferred
  • Significant professional experience (typically in the range of 7+ years) in program management, venture capital platform,innovation ecosystems, accelerators, or entrepreneurship support initiatives
  • Demonstrated experience working with founders, corporates, investors, universities, and innovation ecosystem builders
  • Experience managing multi-stakeholder programs involving private sector, public sector, and ecosystem partners preferred
  • Experience with leading deep tech innovation ecosystem, programs and commercialization required
  • Proven ability to manage complex programs, teams, and timelines in dynamic environments
  • Experience supporting partnership development or ecosystem collaboration initiatives preferred
  • Strong communication skills and ability to engage with diverse stakeholders
  • Ability to work effectively across cross-functional teams and manage competing priorities
  • Demonstrated leadership, versatility, and integrity
  • Experience leading a team
