Background and Objective:

Chemonics International is seeking a Team Lead in Washington, DC for an anticipated Millennium Challenge Corporation (MCC) Infrastructure Practice Group (IPG) Water and Sanitation advisory support program.

MCC’s mission is to reduce poverty through economic growth by supporting strategic infrastructure investments, institutional reforms, and policy improvements in partner countries. MCC investments emphasize evidence-based project development, rigorous technical and economic due diligence, and sustainable infrastructure delivery.

The anticipated program will provide multidisciplinary technical advisory services to support MCC’s compact and threshold development processes across the water and sanitation sector. Activities may include constraints analysis, root cause analysis, project origination, concept development, feasibility review, due diligence, investment readiness support, and preparation of infrastructure investments related to water supply, wastewater, sanitation, drainage, utility strengthening, and related systems.

 

The Team Lead will provide strategic and technical leadership across the full project development lifecycle, guiding multidisciplinary teams delivering engineering, institutional, environmental, social, economic, and regulatory advisory services to MCC and partner country stakeholders.

Responsibilities

The Team Lead will have the following responsibilities:

  • Provide overall leadership and coordination for technical advisory services supporting MCC water and sanitation investments across the compact and threshold development process
  • Manage multidisciplinary teams delivering technical, economic, environmental, social, institutional, and regulatory advisory support
  • Serve as the primary point of contact with MCC and ensure alignment with MCC guidance, priorities, and quality standards
  • Support constraints analysis, root cause analysis, sector diagnostics, and identification of infrastructure investment opportunities
  • Oversee and review technical assessments, feasibility studies, concept notes, due diligence activities, and investment readiness analyses
  • Advise on water supply, sanitation, wastewater, drainage, utility operations, institutional reform, and infrastructure sustainability considerations
  • Review project risks, implementation feasibility, constructability, and long-term operational and financial sustainability considerations
  • Support development of recommendations related to project viability, risk mitigation, and investment decision-making
  • Coordinate with MCC staff, partner country stakeholders, utilities, regulators, and technical specialists across project activities
  • Oversee quality assurance and timely delivery of technical outputs and project deliverables

Qualifications

  • Master’s degree in engineering, infrastructure planning, international development, business administration, or a related field
  • Minimum 20-25 years of progressively responsible experience in international infrastructure development, water and sanitation systems, or related sectors
  • Demonstrated experience managing complex donor-funded infrastructure advisory or project development programs
  • Significant experience supporting infrastructure project preparation, feasibility review, due diligence, and investment readiness activities
  • Proven ability to lead integrated multidisciplinary teams across technical and institutional workstreams
  • Strong understanding of infrastructure project lifecycle management, including planning, design review, implementation readiness, and risk mitigation
  • Experience with MCC, World Bank, regional development banks, or similar international development institutions strongly preferred
  • Professional Engineer (PE) license or equivalent professional certification strongly preferred, but not required
  • Excellent written and verbal communication skills in English required
  • Ability to work independently and manage multiple technical workstreams in fast-paced environments

Location and Reporting

The Team Lead will be a full-time position based in Washington, DC. The Team Lead will work under the technical direction and supervision of the project leadership team. The position will be expected to travel internationally as needed to MCC partner countries, and the position is contingent upon contract award.
