Chemonics seeks a Short-Term Consultant for Resident Logistics Advisor of the Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) Project. The GHSC-PSM project is the primary vehicle through which the United States Government (USG) supports the America First Global Health Strategy activities in Panama focused to: 1) procure and provide health commodities; 2) provide system support to the partner countries (Guatemala, El Salvador, Honduras and Panama) , to improve the management of local health supply chains; and 3) collaborates with key international stakeholders to support global health initiatives. In line with the America First Global Health Strategy, GHSC-PSM emphasizes sustainable, country-led supply chain systems that supports national capacity and ensure long-term health outcomes. In Central America, the program operates in Guatemala, Honduras, El Salvador, and Panama, supporting U.S. Government donated health commodities and supply chain system support.
The Resident Logistics Advisor (RLA) will lead and coordinate the supply chain system support activities in Panama with a primary focus on enhancing the national Logistics Management Information System (LMIS). This role is centered on optimizing the existing LMIS, expanding its use across the supply chain, improving system performance, and driving digital innovations that strengthen data visibility and enable more efficient management of HIV commodities. The RLA will work closely with the GHSC‑PSM Regional Senior HIV Logistics Advisor, the MIS Manager, and national partners to reinforce national capacity for LMIS use, system governance, and effective data-driven decision-making. In addition to LMIS strengthening, the RLA will provide technical support to other critical supply chain components, including Forecasting and Supply Planning (FASP) and procurement processes related to U.S. Government health commodities donations, ensuring that LMIS‑generated data is effectively used to inform planning, procurement, and allocation decisions. Responsibilities include:
- Lead the optimization, expansion, and continuous improvement of the national LMIS to ensure functionality, usability, and performance.
- Coordinate LMIS enhancements and digital innovations, including dashboards, automation, and interoperability solutions.
- Strengthen LMIS data quality, reporting consistency, and governance processes.
- Support LMIS scale‑up across all levels of the supply chain and oversee capacity building for effective data use.
- Monitor LMIS performance, troubleshoot issues, and coordinate technical fixes with MIS and IT teams.
- Provide technical support for HIV commodity forecasting and supply planning, ensuring LMIS data informs quantification and planning accuracy.
- Assist national teams in analyzing stock levels and consumption trends to reduce stockouts, overstocks, and expiries.
- Integrate LMIS data into planning tools and dashboards to strengthen visibility and alignment with national supply plans.
- Support national capacity building for routine FASP processes, including the implementation and effective use of the Quantification Analytics Tool (QAT) to enhance datadriven supply planning and improve the accuracy of national quantification exercises.
- Provide support for U.S. Government health commodities donation, procurement, ensuring alignment with quantification, supply plans, and LMIS‑derived data.
- Coordinate planning, information submission, and tracking for U.S. Government ‑donated commodities.
- Support documentation and reporting of U.S. Government donation requests, allocations, and deliveries.
- Engage with national partners to align LMIS, FASP, and procurement activities with country priorities.
- Represent GHSCPSM in technical meetings, digital health working groups, and supply chain coordination.
- Prepare highquality reports, success stories, analytics summaries, and technical briefs highlighting LMIS improvements, FASP contributions, and procurement efficiencies.
- Support M&E activities that rely on LMIS data and supply chain performance indicators.
- Document and disseminate lessons learned to promote sustainability and national ownership of system improvements.
- Maintain strong relationships with key national and regional partners to ensure sustained HIV commodity availability.
- Support implementation and monitoring of workplan activities related to LMIS, FASP, and procurement.
- Perform additional duties as assigned by the Regional Senior HIV Logistics Advisor or Regional Manager.
Skills and Qualifications required:
- Minimum 5 years of experience in supply chain management, preferably in health commodities and international development contexts.
- Bachelor’s degree in logistics, industrial engineering, pharmaceutical sciences, public health, or related field; Master’s degree preferred.
- Proven expertise in LMIS or digital health systems, system strengthening, and data governance.
- Experience in Forecasting and Supply Planning (FASP) and quantification methodologies.
- Experience supporting procurement processes, preferably involving donor-funded commodities.
- Strong analytical skills with experience using digital tools and dashboards.
- Ability to collaborate with government institutions and technical partners in digital and supply chain contexts.
- Excellent communication skills in English and Spanish.
- Strong analytical skills and ability to translate data into actionable insights.
- Experience in capacity building and knowledge transfer.
- Proficiency in Microsoft Office Suite and data analysis tools.
- Willingness to travel within Panama as needed.
- Knowledge of the Ministry of Health and the public health sector in Panama is preferred.}
