Connexi seeks a Procurement Surge Support Consultant on the ARV Team for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI). The Procurement Surge Support receives requisition orders (ROs) from country offices and other clients, ensures contract compliance for procurement and supplier contracts, and obtains sign off from clients on finalized ROs. The Procurement Surge Support also works independentely and collaboratively to complete sourcing events (including drafting and issuing RFXs, confirming products specifications, completing procurement reuqirements evaluation,and drafting the subcontracts for execution with vendors). The Surge Support team member will draft and create purchase orders (POs) and coordinate with suppliers, Quality Assurance team, and Deliver/Return team to ensure proper shipment of orders. This position will be remote with a preference for United State east coast operational hours.
Responsibilities include:
- Process suppliers’ invoicing for payment, using the Invoice-to-pay platform
- Conduct procurement sourcing event or allocation for emergency orders and standard requests based on team needs
- Prepare ROs for ISC manager approval including freight estimates, ELT, finance approval, and update in ARTMIS system
- Release POs in ARTMIS
- Review shipping documents and coordinate with Deliver/Return team to plan goods pick-up
- Update EGADs and EDDs of selected orders, as needed.
- Other tasks as needed
Deliverables:
- Process 100% of supplier invoices within 3 business days of receipt via the Invoice-to-Pay platform.
- Conduct sourcing or allocation for all emergency ARV orders within 48 hours of request.
- Conduct sourcing or allocation for all standard ARV orders within 5 days of request.
- Prepare and submit 100% of required ROs for ISC Manager approval within 4 business days after completing the quote analysis.
- Release 100% of approved POs in ARTMIS within 1 business day of receiving the Order confirmation from supplier.
- Review shipping documents of availability and share with D/R team within 2 business days.
- Update EGADs and EDDs for selected orders within 1 business day of change notification.
Qualifications:
- Minimum 2 years of procurement, supply chain, and/or technically relevant work experience.
- Bachelor’s degree or equivalent work experience.
- Solid understanding of USAID and other Federal Acquisition Rules.
- Experience living or working in developing countries preferred.
- Technical product knowledge of one or more GHSC-PSM product areas preferred.
- Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
- Strong knowledge of MS Office applications.
- Ability to work both independently and as part of a team.

Duration of Assignment: The anticipated duration of the assignment is approximately between November 1, 2025 – December 30, 2025, or sooner.
Supervision of Consultant: The GHSC-PSM TO1 ISC Manager, or a delegate, will serve as the supervisor for the assignment.
