Sr. Business Analyst


Position Overview:

Chemonics International seeks a skilled Sr. Business Analyst to lead financial strategy and compliance for DFAT and other donor-funded programs across the Asia Pacific. This pivotal role ensures the development of accurate, compliant, and competitive cost proposals, while supporting financial reporting and risk management aligned with donor regulations. The Analyst will collaborate closely with business development, operations, and finance teams to shape pricing strategies that drive successful program implementation and sustainable impact.

Responsibilities:

  • Lead cost and pricing development including developing robust and comprehensive budgets for DFAT proposals, ensuring alignment with donor regulations and internal policies.
  • Liaise with staff to understand technical strategy, win themes, and identify opportunities to document value-for-money, and to improve pricing strategies.
  • Provide strategic financial analysis and recommendations to support competitive and quality proposal submissions.
  • Develop and maintain pricing models, budget templates, and cost allocation methodologies tailored to DFAT requirements.
  • Support financial compliance and risk mitigation efforts across DFAT-funded projects, including fraud prevention and internal controls.
  • Conduct financial training and advisory sessions for finance and non-finance stakeholders to build capacity and ensure compliance.
  • Contribute to determining the contract type and budget negotiations with subcontractors (consortium and delivery partners).
  • Support the development of the rationale and justification documentation for adding new partners and subcontractors to proposals and projects.
  • Collaborate with multidisciplinary teams to align financial deliverables with strategic project outcomes.
  • Conduct and maintain pricing research across target countries to inform back of the envelope and full cost proposal details.
  • Provide advisory services to new business teams, proposal teams, and project management units on complex RFP or RFA reviews, fee payment schedules, competitive range negotiations, subcontractor pricing negotiations, and nontraditional partnering strategies.
  • Upon request, represent the company in financial discussions with DFAT and implementing partners, communicating complex financial insights effectively.
  • Maintain up-to-date knowledge of DFAT financial regulations, procurement processes, and cost principles.

Requirements:

  • Bachelor’s degree in finance, accounting, international development, or related field; master’s preferred.
  • Minimum 12 years of experience in financial management and cost/pricing for DFAT-funded programs.
  • Proven track record in strategic financial roles such as Project Finance Specialist, Finance Manager, or Corporate Services Manager.
  • Expertise in budget management, forecasting, financial reporting, and internal control systems.
  • Strong analytical skills with the ability to provide evidence-based financial recommendations for executive decision-making.
  • Demonstrated experience in stakeholder engagement and communicating complex financial insights.
  • Advanced proficiency in Excel and financial management systems such as QuickBooks, Xero, etc.
  • Experience conducting financial training and advisory sessions focused on compliance and continuous improvement.
  • Ability to manage and mentor junior staff and drive team performance in dynamic environments.
  • Familiarity with DFAT procurement processes, cost principles, and strategic priorities.
