The Challenge
In a country made up of over 7,000 islands, health workers across the Philippines faced significant barriers to accessing consistent, standardized training. Traditional in-person training methods were not only logistically complex and expensive, but also disrupted essential health services by pulling staff away from their posts. This lack of accessible continuing education opportunities limited the ability of health workers to stay current with evolving health priorities and best practices.Our Solution
An Innovative eLearning Platform
To address this challenge, Chemonics worked with the Ministry of Health to design a comprehensive digital learning platform. Specifically, we:
- Developed and launched the Department of Health Academy eLearning Platform, the country’s first government-led digital training portal for health workers.
- Created and deployed modular, self-paced online courses on universal health coverage, adolescent health, tuberculosis diagnostics, and data governance.


The Impact
Improved Access Without Service Disruption
By leveraging digital technology, we created a scalable and sustainable solution that met the diverse learning needs of health workers while keeping them engaged in service delivery. By the numbers, the proof of concept was clear:
- More than 15,000 learners completed at least one course within the first year of launch.
- The platform expanded access to continuing education for remote and rural health workers while keeping them at post, contributing to a 62% increase in training completion rates.
