Digital and E-Governance
The Challenge
Kosovo’s public institutions have faced persistent challenges in delivering transparent, accountable, and citizen-responsive governance due to fragmented legal frameworks, limited digital infrastructure, and underdeveloped policymaking processes. Despite progress in democratic consolidation, the justice sector remained inaccessible to many, digital transformation lacked institutional clarity and capacity, and economic governance reforms were often disconnected from public feedback and private sector needs. These systemic gaps hindered the government’s ability to implement inclusive reforms, modernize service delivery, and build public trust.
Our Solution
Chemonics provided the government of Kosovo with a suit of services:
- E-Government Platforms: Chemonics contributed to important advancements in digital governance, enabling more efficient public administration and service provision to citizens. This included piloting and scaling digital tools like e-bankruptcy and e-filing systems, open data initiatives, and digital tax administration and public financial management solutions. We also partnered with the Kosovo Institute for Public Administration to create a national training framework for digital governance, including a Data Management Body of Knowledge curriculum.
- Policy Advisory Services: Chemonics provided critical support to Kosovo counterparts in their efforts to advance cohesive justice, economic, and governance reforms. For example, Chemonics helped institutionalize procedural justice principles through court-level policies and a national implementation framework. The Kosovo Judicial Council adopted and later implemented both the policies and framework, contributing to improvements in the fairness, transparency, and accountability of the justice system.
- Regulatory Advisory Services: Chemonics provided support across diverse sectors. We reviewed and clarified the legal mandate of the Agency for Information Society and the Digital Transformation Unit, aligning them with the national-level e-Government Action Plan. We also supported the Government of Kosovo in advancing legislation and regulations for trade, construction, e-commerce, and legalization of commercial and residential structures.
