2017 GHSC-PSM Global Freight Forwarding RFI

Chemonics International Inc. (hereinafter referred to as “Chemonics”) is the prime contractor implementing the United States Agency for International Development (USAID) funded Global Health Supply Chain – Procurement and Supply Chain Management (GHSC-PSM) project (contract numbers as identified on the cover page) and hereinafter referred to as “GHSC-PSM” or “Project”. The purpose of the USAID funded GHSC-PSM project is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief, the President’s Malaria Initiative, and USAID’s maternal and child health, and population and reproductive health programs. The project provides health commodity procurement services and systems-strengthening technical assistance that address all elements of a comprehensive supply chain. The project services over 100 distinct origin and destination cities with an estimated freight spend in excess of $40,000,000.

Chemonics is issuing this Request for Information (RFI) for International Freight Forwarding Services in order to prequalify freight forwarders that meet the eligibility requirements defined herein and have sufficient experience working across the countries outlined in the RFI. With shipping requirements similar to those under the GHSC-PSM project. Chemonics is seeking to identify capable global air, sea and land freight forwarding providers to participate in future requests for proposal or requests for quotations under the GHSC-PSM project to deliver life-saving pharmaceuticals and supplies to developing countries across the world. GHSC-PSM requires that freight forwarders have existing, demonstrated capabilities in the destination countries where the Project operates and comparable technical experience.

The purpose of the pre-qualification process is:

  • To establish the existence and interest of identified providers who are qualified to provide global air, see and land freight forwarding services.
  • To identify up to 8-10 qualified freight forwarders that, in the opinion of Chemonics, have the prerequisite qualifications and the technical and managerial capabilities to successfully undertake the responsibilities and duties of the contract as well as the experience required to submit full quotations for the services required.

Interested Parties are invited to submit their response as per the attached instructions. A submittal of a response serves as notice to Chemonics of the Party’s interest in being considered as a potential partner for International Freight Forwarding Services under the GHSC-PSM project.
