Reforming Zambia’s Educational Institutions through Improved Management and Decision-Making

To fight the huge inequities in Zambia’s education system, the Institutional Support Program aims to help the Ministry of Education undertake management reforms to improve learner performance.

The goal of the Strengthening Educational Performance - Up project is to integrate and strengthen systems for improved decision-making and promote equity as a central theme in policy development and education management reform. Through the project, Chemonics also aims to strengthen decentralization for improved learner performance while engaging Zambian institutions of higher education in Ministry of Education policy research and analysis.

The USAID-funded STEP-Up project is assisting the ministry at the national, provincial, district, and zonal levels to collect and utilize reliable data in order to enhance accountability, improve the allocation of resources, and establish annual performance targets.

Project Goals:
  • Integrate and strengthen systems for improved decision-making
  • Promote equity as a central theme in policy development and education management reform
  • Institutionalize the ministry’s management of HIV/AIDS workplace programs
  • Strengthen decentralization for improved learner performance
  • Engage Zambian higher-education institutions in education policy research and analysis
