Reforming Zambia’s Educational Institutions through Improved Management and Decision-Making

To fight the huge inequities in Zambia’s education system, the Institutional Support Program helped the Ministry of Education undertake management reforms to improve learner performance.

​​The goal of the Strengthening Educational Performance - Up project was to integrate and strengthen systems for improved decision-making and promote equity as a central theme in policy development and education management reform. Through the project, Chemonics also strengthened decentralization for improved learner performance while engaging Zambian institutions of higher education in Ministry of Education policy research and analysis.

The USAID-funded STEP-Up project assisted the ministry at the national, provincial, district, and zonal levels to collect and utilize reliable data in order to enhance accountability, improve the allocation of resources, and establish annual performance targets.

 

 
Project Results:
  • 94 districts and provincial offices created targets and tools to track reading performance
  • 126 new Ministry of Education management units use reading tracking tools to develop and disseminate reading improvement plans
  • 13 policies created for higher education research​ related to school effectiveness and learning achievement
  • 72 individuals completed internships in research, data capture, and data entry
